What is a Carbon Reduction Plan?
Procurement Policy Note 006 (PPN 006) is a UK government directive that requires suppliers bidding for major public sector contracts with an estimated value above £5 million per year to demonstrate their commitment to achieving Net Zero carbon emissions by 2050. It does this by mandating submission of a Carbon Reduction Plan (CRP) as a condition of participation in the tender process.
The CRP is a published, board-signed statement of your organisation’s emissions and your commitment to Net Zero. It reports your Scope 1 and Scope 2 emissions and a defined subset of Scope 3, to the GHG Protocol, using the current UK Government conversion factors. For in-scope work it’s a condition of bidding: a non-compliant plan is excluded before your bid is even evaluated.

A CRP built for fleet operators
If a tender or framework has asked you for a PPN 006 CRP, and your vehicles are your main source of emissions, you have two options. A generic plan, built from aggregated fuel use or mileage, which meets the minimum technical standard but tells you little about your operations. A CRP is required for central-government contracts over £5 million a year (including VAT), for all new frameworks whatever their value, and to meet NHS Evergreen Level 1, which has been required at tender close since 6 April 2026.
Our Ecolane EV CRP also includes detailed vehicle-level fleet emissions and how they can be mitigated through fleet electrification. Exact pricing for your CRP, which depends on fleet size and composition, will be confirmed on request.

Our guarantee to you is that should your Carbon Reduction Plan be rejected or queried by the contracting authority on compliance grounds, we rework it at no additional cost to you.
We can offer this guarantee as acceptance against PPN 006 and NHS Evergreen is rule-based and the regulation documented: a properly built plan meets the standard. (Note that a bid can still fail for reasons that have nothing to do with the CRP; this covers the document, not the tender.)
What we need from you
Fleet data required for your CRP
To build an Ecolane EV CRP for your fleet we need a comprehensive register of all the vehicles in your fleet and at least 12 months of per-vehicle fuel use (ideally by litre or kWh). If you hold those (or your telematics or fuel-card provider does) you’ve already cleared the hardest step. It’s from your detailed fleet data that we will build the CRP and EV transition baseline.
If you need assistance collating your data, we provide an optional, separately quoted Data Readiness Assist service that pulls together and cleans your fleet register and per-vehicle fuel data before the CRP is built. Whilst the PPN 006 rules allow a compliant CRP with incomplete data plus an explanation, if your fleet matters to you, you’ll want the real baseline, not a minimum compliance document built on a data gap.
If your fleet isn’t central to your emissions
A fleet-first CRP is the wrong product and a generalist will be faster and cheaper, and we’ll tell you so. That’s the one case where the answer is to send you elsewhere.
What comes next
Moving from CRP to EV Transition Plan
An Ecolane EV Carbon Reduction Plan is the start of your fleet decarbonisation journey. The EV transition plan itself — the phasing, timing, and costs — is an additional piece of work, one that we can do for you when you are ready. But because the Transition Plan builds on the CRP baseline you’ve already paid for, you will already have the foundational data in place with initial analysis of which vehicles are ready for electrification.
