When are Carbon Reduction Plans required?
Procurement Policy Note 006 (PPN 006) is a UK government policy directive that requires suppliers bidding for major public sector contracts to demonstrate their commitment to achieving Net Zero carbon emissions by 2050. It does this by mandating the submission of a Carbon Reduction Plan (CRP) as a condition of participation in the tender process.
PPN 006 replaced the earlier PPN 06/21 in February 2025, updated to align with the Procurement Act 2023. The policy requirements themselves have not changed — only the terminology and legislative reference have been refreshed. Any CRP produced under PPN 06/21 may need updating to reference the new framework correctly.
A PPN 006 Carbon Reduction Plan is a published, board-signed statement of your organisation’s emissions and your commitment to net zero by 2050. It reports your Scope 1, 2 emissions and a subset of Scope 3 emissions, to the GHG Protocol, using the current UK Government conversion factors. For in-scope work it’s a condition of bidding: a non-compliant plan is excluded before your bid is even evaluated.
Isn’t a £199 template or the free government template enough?
If your fleet isn’t your main source of emissions and you only need to bid, yes, go generic, and we’ll point you to several low-cost options. However, if your fleet is your main source of emissions, the template passes but tells you nothing you can act on, and its generic “electrify by 2035” line becomes a public commitment you can’t substantiate. You’ll have to redo the fleet work the moment the EV transition question becomes prioritised by your senior decision makers.
Won’t our tender/bid-writer just include the CRP?
They’ll produce a compliant pass as a by-product of the tender response, not a document built from your fleet, and not a foundation for anything that follows. We’re not a rival to your bid-writer; we’re the fleet-specialist part they can bring in when a client’s fleet is central.
We already get emissions reports from our telematics, isn’t that the same thing?
That’s operational data, not a board-signed, PPN 006 Carbon Reduction Plan published on your website. But it’s an excellent data input; if your telematics holds your vehicle-level data, you’ve already cleared the hardest step.
Isn’t there a free funded scheme for this?
Not one that produces a tender-grade PPN 006 CRP at your scale. The free and funded schemes are regional and SME-scoped, energy audits and sustainability plans, not compliant Carbon Reduction Plans. (NHS England runs a free CRP check, but it checks; it doesn’t build, and it does no fleet analysis.)
Will the authorities actually accept it?
Acceptance against PPN 006 and Evergreen is rule-based and documentary, not discretionary; a properly built plan meets the standard. That’s exactly why we can rework at no cost if it’s ever queried on compliance grounds. A bid can still fail for reasons unrelated to the CRP, but our Ecolane EV CRP won’t be the reason.
It costs more than a generic document. Why?
You’re not paying a premium for compliance as compliance is a commodity. For our Ecolane EV CRP you’re paying for vehicle-level work you’d otherwise have to commission separately to prepare for an EV fleet transition. We don’t hold vehicle-level data. Can you still help?
Usually, yes. If your fleet is your main source of emissions, this is data you’ll need regardless, and getting it in order is the first thing we do. That’s the Data Readiness assist: a separately quoted piece of work to pull together and clean your fleet register and per-vehicle fuel data, so the plan can be built from it. (The rules do also allow a compliant CRP with incomplete data plus an explanation, but if your fleet matters, you’ll want the real baseline, not a gap.) The one case where we’ll point you elsewhere is when your fleet isn’t central to your emissions, then a generalist is the better, cheaper answer, and we’ll tell you so before you engage our services.
